책 소개

Preface We are so pleased that we have finally made it possible to publish this volume introducing research papers and practice reports to non- Korean speaking scholars and students. Twenty-six researchers, educators and practitioners so generously contributed their valuable works to this volume. With the growing number of research reports, it is becoming increasingly difficult to stay abreast of the field of social welfare. In this volume, with a relatively small number of writings, we attempt to capture the increasingly diverse and dramatically evolving landscape of social welfare in South Korea. The contributors document explorations of theoretical models and intervention methods, and suggestions and guidelines for service providers. The volume is organized into six parts. Part Ⅰ, “Culture and Social Welfare,” presents two papers introducing the cultural background of Korea, in which the ideal and values of human services are rooted. Prof. Byung Hyun Park, a leading scholar in the study of culture and social welfare, elaborates the ideal and values of social welfare rooted in traditional Confucian teachings on humanity, family care, and communitarianism, and critically discusses differences between western scholars’ value basis of social welfare and eastern scholars’. Editor Kyu-taik Sung, who writes extensively about values and practices of family-centered eldercare (filial piety), describes Koreans’ such values and practices which lead to interdependent and reciprocal helping relations between family members as well as neighbors. Both writers note that, as Koreans’ values are in contrast to those of the Western world, policymakers and practitioners alike would have to take into consideration this difference in designing policies and providing services in the Korean cultural context. Part Ⅱ, “Policies,” presents six papers concerning social welfare policies. Prof. Jin Young Moon reports on the enactment of the Basic Livelihood Security Act and policy implications. Drs. Jin Soo Kim and Chang Lyul Jung discuss strengths and weaknesses of the newly instituted Long-term Care Insurance of South Korea. Prof. Mee Hye Kim introduces major issues of aging and proposes a new direction of social welfare policy for the elderly. Prof. Ok Kyung Yang analyzes the working of Koreans’ enduring family-centered support system in changing times. Ms. Hyo Min Jung reports on the operation of the national program of employment support for the disabled. And Dr. Suk San Kim introduces the strides made in the development of Korean child welfare policies and practices. Part Ⅲ, “Aging,” presents four papers on the development of policies and programs designed to resolve the issues of the rapidly aging Korea. Prof. Sung-Jae Choi, the nation’s leading scholar in gerontology, provides an in-depth analysis of critical issues confronted by the nation and presents a series of policies and measures for countering the unprecedented challenges. Editor Kyu-taik Sung introduces changing ways in which today’s family members are supporting elderly members and stresses needs of families for expanded social welfare services. Prof. Gahyun Youn, the nation’s leading psychologist in gerontology, and Ms. Eun-Hyun Seo introduce findings from their research, i.e., Koreans’ tendency to subjectively differentiate mental and physical aging?a discovery of the subjective assessment of human age. Editor Sung and Prof. Han Sung Kim present empirical data on the way Korean young people pay respect for old people?the core expression of filial piety. Part Ⅳ, “Issues and Approaches,” presents reports on high-risk families, children of broken families, runaway youth, substance abuse, social services in the industrial setting, and problems of migrant workers. Drs. Hyekyu Kang and Sekyung Park of Korean Institute for Health and Social Affairs, the nation’s center for social and health service research, report on the new demands of the prospering but aging nation of Korea, and the imp…
