The Attraction of Korean Unification: Inter-Korean and International Costs and Benefits In purposes to overcome unification pessimism caused by cost- emphasized unification studies and to provide a more feasible and practical unification preparation, the Korea Institute for National Unification has conducted a five year grand project to build a Comprehensive Architecture for Unification Costs and Benefits. For the third phase of the five-year project, this study expands its focus on international research cooperation: A quantitative economic approach to the Three Stage Three Area analytical model, and the costs and benefits of Korean unification for surrounding powers. Thus, this book has three components: First, Chapters Ⅰ and Ⅱ briefly review our scenario and analytic model. The structure and process of unification depicted in these chapters function as the basic premises and assumptions to analyze the following inter-Korean and international dimensions chapters. Second, Part 1, consists of Chapters Ⅲ through Ⅶ, calculates the major macroeconomic unification variables using a general equilibrium model. The study adopts the dynamic stochastic general equilibrium (DSGE) model because the model is a proper device to estimate overall costs and benefits during the unification process. Especially, it captures the developments of various economic values by year during unification stages. Part 2 analyzes international dimension of Korean unification that deals costs and benefits of the four powers during the unification process. Our scenario and model has been presented to emphasize each state’s C/B factors by stages and by areas. As expected, the most conflict factor is future Korea-U.S. relations: Both the U.S. and China see the direction of the Korea-U.S. alliance would have a huge impact on whether each side perceives unification is a cost or benefit. All four nations see unification as a new economic opportunity. The opening of the Northern gate provides infrastructure investments, business opportunities, new markets and expanded trade. Meanwhile, China worries about decreased China-North Korea economic cooperation, while Russia’s concerns are lessened about South Korean investment in the Far East area. Japan is suggesting sizable economic aid may begin with Japan-North Korea normalization. In sum, all four powers’ positions toward Korean unification varies by state, primarily in non-economic areas. However, the benefits of WMD control and economic cooperation leave room for future cooperation for Korean unification.
