이 저작물은 2021년 9월 27일, 서울글로벌센터에서 사단법인 엔케이워치가 주최하고 주한네델란드대사관이 후원한 국제컨퍼런스 자료집이다. 컨퍼런스 주제는 Conference on international advocacy to act to ensure accountability for North Korea’s human rights violations 이며 온라인 및 오프라인으로 개최했다.엔케이워치는 2013년부터 2021년 6월 30일까지 북한 인권피해 기록을 담은 청원서 828건을 유엔에 제출해왔다. 엔케이워치는 그동안 유엔에 제출한 청원서들을 국제 법률 전문가 그룹인 제프리나이스재단(대표: 네베카 트롬프 브르킥 박사, 네델란드 헤이그 소재)에 검토와 분석을 의뢰했다. 제프리나이스재단은 엔케이워치와의 지속적인 의견 교류를 통해 괄목할만한 연구 성과를 도출했고, 2021년 3월 헤이그에서 A Report on the Legal Avenues to deal with Human Rights Abuses in the Democratic People’s Republic of Korea 를 발간했다. 이 컨퍼런스에서는 제프리나이스재단이 발간한 보고서 핵심 내용 즉 북한의 반인도적 책임규명을 위한 사법 메커니즘과 관련한 연구 요약 등이 담겨 있다.
