책 소개
This report is the second installation of the HRBA@Tech paper series and builds on the Framework Paper released in 2022 (Towards a Human Rights-Based Approach to New and Emerging Technologies: A Framework). The 2022 Framework Paper was intended as a discussion starter and as a potential ‘one-text’ document that might attract constructive comments for improvement, refinement, further study, and diplomatic action. In this report, experts from Seoul National University AI Policy Initiative and Universal Rights Group have come together again to apply and further flesh out the Framework Paper's vision on how to approach new and emerging technologies (NETs), specifically artificial intelligence (AI), based on an enduring commitment to respect, protect, promote, and remedy human rights while pursuing the enormous potential upsides of those NETs. After providing a primer on AI from the perspective of human rights, the report explores three specific topics: (i) the application of the HRBA@Tech model to AI for tech startups, (ii) harnessing AI to solve climate change as a “wicked social problem", and (iii) the global governance landscape of AI and its potential to better promote a human rights-based approach to AI. Through this exercise, the authors attempt to answer pressing questions that confront business, civil society, and governments who wish to embrace a human rights-based approach to NETs.
